Governance with People’s Sentiments, Prosperity in Livelihood: Successful Conclusion of Lishui’s Livelihood Projects in 2023

Livelihood and well-being are closely intertwined with interpersonal relationships, much like the interdependence of branches and leaves on a tree. Lishui city has always adhered to the development ideology centered on the people, taking the realization, maintenance, and development of the fundamental interests of the broadest masses as the starting point and foothold of all work. It is committed to promoting common prosperity in mountainous areas, improving the conditions of primary and secondary schools, enhancing the capacity of healthcare services, promoting the construction of a child-friendly society, creating a favorable environment for youth dreams, improving the living environment of urban and rural residents, perfecting the pension service system, deeply advancing the transformation of old urban communities, enhancing employment and entrepreneurship services, and optimizing the creation of a smooth traffic environment. These were the 51 key livelihood projects identified at the beginning of the year, each one focusing on the concerns of the people. Over the past year, combined with the theme education, the whole city has made unremitting efforts, implementing one beneficial project after another, which has brought visible and tangible happiness to the ordinary people. In line with thematic education, Lishui city ensures that initiatives aimed at improving livelihoods, nurturing empathy, and aligning with public sentiment resonate deeply with the people, thus using the warmth of community welfare to measure the depth of thematic education and highlight its effectiveness.

“The most satisfactory projects” should first be “the projects that meet the people’s needs”.

“I provided feedback on the livelihood projects from last year, and it was accepted, and the results were satisfactory to me.” Recently, Mrs. Wang, who lives in the Baiyun community in the urban area, stated in an interview with reporters that she suggested providing smartphone training for the elderly through scanning the “Garden Code”, and her suggestion was not only accepted but she also participated in the training.

Lishui City has always adhered to the goal of truly implementing practical livelihood projects to the hearts of the people, making public opinion guidance an important principle in planning practical livelihood projects, and extensively soliciting opinions and suggestions from various sectors of society, engaging in “importing practical livelihood projects”. On one hand, to ensure that the level of livelihood services for the people of Lishui keeps pace with the province as a whole, based on the actual situation of the city, research and analysis have been conducted on practical livelihood projects implemented in sister cities in recent years. For example, providing free lung cancer screenings for 11,700 high-risk individuals aged 50 to 74 in the city, identifying 465 suspected cases of lung cancer and 2,132 cases of lung nodules, and further improving early diagnosis through screening to better promote cancer prevention and control. On the other hand, research and analysis have been conducted on practical livelihood projects implemented in counties (cities, districts) in recent years, upgrading county (city, district) “grounded” practical livelihood projects to compensate for the limitations of municipal departments. For instance, conducting 30,800 sessions of smartphone training for the elderly; completing the installation of air conditioners in 117 school cafeterias for primary and secondary schools, benefiting nearly 50,000 teachers and students; and setting up 20 24-hour automated medication vending machines, offering over 50 types of commonly used drugs, with a total of 2,150 transactions, facilitating nighttime medication purchases for the public.

At the same time, in the process of promoting practical livelihood projects in Lishui City, both short-term and long-term aspects are emphasized, with a focus on establishing long-term operational mechanisms for various practical livelihood projects after their completion, effectively addressing the “second half” of the work, and minimizing as much as possible problems and phenomena such as “completion upon listing” and “construction without functionality”.

Examples serve as evidence.

In response to the normalization of operations in village clinics, Lishui City has included all 737 village clinics that meet the designated medical insurance conditions in medical insurance settlements. Among these, 383 new sites have been added, with a cumulative total of 57,200 medical insurance settlements, totaling medical expenses of 4.3341 million yuan, of which medical insurance reimbursement amounted to 2.6996 million yuan. Additionally, 46 village clinic sites that have lost basic functions and are not within the scope of the “20-minute medical service circle” have been included in the intelligent mobile medical service, providing villagers with chronic disease treatment, common illness treatment, medication dispensing, and medical insurance settlements without leaving the village. Regarding the deployment of external defibrillators (AED), it is required that each AED site is surrounded by five proficient operators who have undergone emergency training and can promptly handle cases of sudden cardiac arrest. Currently, our city has successfully rescued 16 patients using AEDs, providing security for the lives of the people. Regarding the addition of 106 integrated health stations, a long-term mechanism is required to be established to achieve interoperability of health monitoring data and residents’ health records. Last year, the city generated health monitoring data for 41,400 people, of which health records for individual residents were established for 39,400 people.

Practical livelihood projects address numerous hot and difficult issues affecting thousands of households, providing the people with “steady happiness”.

Lishui City has always adhered to the starting point of ensuring the sense of gain and satisfaction of the masses, actively promoting high-quality implementation of practical livelihood projects through methods such as “three-service” surveys and “four-no-two-direct” secret inspections. In 2023, Lishui issued 10 assignment orders for problems with poor public experiences, held more than 30 city-level dispatch meetings and special symposiums on practical livelihood projects, and conducted over 2,000 on-site visits. For instance, regarding the Smart Medical Insurance Interconnection Coverage Project, after conducting on-site visits and analyzing and demonstrating over 300 village clinic sites that lacked medical insurance interconnection, it was proposed that the Smart Medical Insurance for village clinics should cover all applicable sites, mobile medical treatment vehicles should be included as much as possible, and home doctor visits should be fully implemented. Regarding the new project of establishing”"Wealth Sharing Stations” for express delivery in villages, a general strategy of “people first, then designated locations” was proposed through discussions and surveys. Based on the needs of project sites, 620 rural “Wealth Sharing Stations” were planned, completing over 4.07 million deliveries in total, saving rural residents approximately 12.21 million yuan in postage costs annually. Benchmarking against public satisfaction and urban library construction standards, nine convenient measures such as identifiable navigation, quick access, improved book structure, and lighting renovation were implemented to create high-quality urban public reading spaces for shared enjoyment.

Over the past year, through the concerted efforts of the entire city, practical livelihood projects have been successfully concluded, with 33 items exceeding their targets, resulting in an overall completion rate of 122.69%. It is worth noting that the handling of practical livelihood projects does not end with completion, but rather emphasizes the sense of gain among the people. These projects have been included in the comprehensive assessment and inspection plans of the municipal Party committee and government. Regular inspections and evaluations have been conducted using the “four-no-two-direct” approach to ensure the effectiveness of handling. For instance, multidimensional inspections, including “experiential”, “immersive”, and “interview-style” are carried out, with annual follow-ups on issues such as maintaining consistent quality and pricing for school meals. Departments responsible for identified problems and county (city, district) governments are jointly assigned to rectify issues within a specified timeframe.

Every effort to benefit the people leads to incremental progress. Undoubtedly, each heartwarming change in livelihood projects bears witness to the continuous improvement of the people’s happiness index. Standing at the threshold of a new journey, Lishui has the reason to believe that Lishui will continue to spare no effort in resolving difficulties for the people, steadfastly carry out practical measures, actively respond to the aspirations of the people, share the fruits of reform, enhance confidence in development, and ensure that the people feel increasingly satisfied, sustainable happiness, and greater security.
